Although waste paper recycling is not a big problem, about 30% of paper from domestic waster is buried in landfills or burned, for example, most of packaging materials and mixed paper. Cēsis company SIA Balticfloc started a project, which will allow to recycle also very low class waste paper in the near future. By adding hemp fibre, we plan to produce heat insulation materials with improved heat conduction. At present, the plant processes 160 tons of waste paper per month, that is about eight trucks. SIA Balticfloc was recognised as the most highly appreciated new project of the European Commission (EC) LIFE programme in Latvia.
The Ministry of Environmental Protection and Regional Development has appreciated the goal of the Cēsis company – to develop alternatives for recycling of waste paper and hemp fibre by producing innovative heat insulation materials with improved heat conduction, as well as more effective sorting and recycling of waste paper in the region.

“We have prepared a project for a new prototype plant for production of new materials from hemp fibre and waste paper. We want to produce plates of heat insulation materials made of hemp fibre and waste paper”, tells Edžus Cābulis, the Chairman of the Board of the company. The project has been written, it has been approved this year. Projects of only two businesses were approved in Latvia, and 50 projects in the European Union (EU) countries. SIA Balticfloc received the highest assessment in Latvia and the tenth in the EU. Read more

“These are the largest books on nature since Latvia’s independence. And until now they have not been so important, so future-oriented as these guidelines for nature protection in Natura 2000 territories. Moreover, they have been translated into English and may therefore be used for the entire local region”, emphasises Jūris Jātnieks, Director General of the Nature Conservation Agency (NCA).

The national protection and management programme of Natura 2000 territories for 2018-2030 implemented by NCA has been recognised as the most important LIFE project of the country in the past years. It is essential that the nature protection guidelines in six books that have been drafted within this project can be used by environmental experts and people wishing “that their meadows are overgrown by faraway grass and have a place for an eagle to lay eggs”. These biotope management manuals are available in all municipalities and libraries. Read more

The generously financed Life programme of the European Union aimed at environmental and climatic improvements attempts to balance environmental protection and business interests in words only. As experience of Balticfloc, the recipient of the Life award, evidences, it is almost impossible for a company to break into the closed club of acquirers of environmental funds.

The total budget of the Life programme in the current 2014-2020 programming period is 3.4 billion euro. Only half is left now, and it is available to Latvia as well – to public organisations, municipalities, state institutions and theoretically to businesses as well. About the same amount will be available in the next programming period. Read more

On 22 November 2018, the Minister of Environmental Protection and Regional Development Kaspars Gerhards ceremoniously gave the LIFE award 2018 to the most successful implementers of LIFE programme projects in six nominations.

The LIFE programme is a European Union financial instruments in the area of environment and climate aiming to promote, highlight, develop and implement the environmental and climate policy of the EU co-financing projects with European added value. The total budget of the Life programme for 2018-2020 programming period is 1,657 million euro. National funding is also available for the implementation of projects approved by the EU. The LIFE programme has been in place in Latvia since 2001 and 48 projects have been successfully implemented with its support. PRESS RELEASE – A MEETING ON LIFE PROJECTS IMPLEMENTED IN LATVIA HAS BEEN HELD

A meeting on LIFE programme projects implemented in Latvia was held in Ķemeri on 31 August 2018. The purpose of the event was to inform its attendants about progress in the project and further plans, challenges, share experiences and discuss topical matters and problems related to the implementation of LIFE programme projects.
